Business Analyst II

The successful Business Analyst candidate will demonstrate competence in working closely with members of the user community to capture, refine, validate, and communicate, in clear and concise language, the requirements of business systems.  A balance of both business and technical (requirements elicitation and documentation, software process improvement) skill is necessary.  The ability to work collaboratively with diverse user groups and project teams is essential.

This position is posted as open until filled, review of applications will begin immediately and continue until a suitable candidate is selected.

Examples of Duties
(The following examples are illustrative only and are not intended to be all inclusive.) 
  • Develop and leverage domain process knowledge and experience to lead Business Process Improvement efforts.
  • Assist the client in definition of business case and project scope.
  • Leverage a diverse set of elicitation techniques to identify business needs; lead requirements gathering sessions.
  • Interpret and refine the business requirements and business rules into detailed functional specifications for both technical and non-technical audiences; develop user stories, use cases, storyboards, and work flow diagrams as required.
  • Conduct product searches and product evaluations to determine suitability and business fit of third-party software products with County IT needs and infrastructure.
  • Communicate between end users, subject matter experts, software developers, software testers, and vendors to ensure the solutions meets customer needs.
  • Develop, perform land facilitate User Acceptance with end user and project teams.
  • Ensure compliance with established development, testing strategies, and project management methodologies by creating and maintaining standard documentation and artifacts.
  • Assist in the creation, development, and maintenance of user documentation and training for the installation and operation of software applications.
  • Create, develop, and maintain technical documentation used to support software purchases and development; such as project definition specifications, software requirement specifications, and other artifacts to be maintained in the project document repository.
  • Research production application issues to determine whether the issue is a defect or an enhancement.  Perform Business Analyst duties for the defect resolution process.
  • Participate in the continuous improvement of IT processes and standards.  Utilize approved standards and templates to generate technical documentation and manuals.
 OTHER DUTIES: 
  • Use well-developed conflict resolution skills to facilitate effective communication between disparate groups.
  • Establish and maintain positive business relationships with managers, staff, and the customer.
  • Set priorities and organize work with minimal supervision.
  • Deal effectively with various personality types.
 
SUPERVISORY RESPONSIBILITIES:  This position does not have supervisory responsibilities.
 

 

Minimum Qualifications

EDUCATION and EXPERIENCE: 

  • 3+ years experience in business analysis, including exposure to software development and software evaluation, or any equivalent combination of IT related experience.
  • Bachelor's Degree in business, computer sciences, information technology or similar experience. A combination of education and experience may be considered.
  • Technical documentation skills including report writing, user stories, use cases, storyboards, and flowcharts.  
The ability to successfully complete pre-employment screening including but not limited to: reference checks, criminal background (including fingerprinting through a national database) and drug screen is required.

    CONSEQUENCE OF ERROR:  Consequence of error may result in inaccurate or misleading information that would impact the associated IT project.  This could result in a delay in delivery or an unusable deliverable of an IT application, potentially affecting the effectiveness and efficiency of Douglas County business.
     
    CONTACTS:  This position requires contact with elected officials, county employees, vendors, and the public.
     
    INDEPENDENT JUDGMENT: Independent judgment will be required at times to complete assignments. 

WORK ENVIRONMENT:  Work is performed in a typical office environment.

 
AVAILABILITY/ACCESSIBILITY:  This position requires the incumbent to remain available via mobile cellular device/email access during and after normally scheduled business hours.
 
In the event of an emergency/disaster in or near the County, all County employees are expected to make every effort to be available to assist the County Manager, Elected/Appointed Officials and Department Directors to ensure the continued operation of any and all necessary County functions.  This may mean being available to perform additional duties and hours beyond what is normally required.  In the event that an exempt employee does work more than 40 hours a week in support of County operations during an emergency, such employee may receive overtime or other appropriate wage compensation in accordance with existing County policies or at the discretion of the County
