The focus of this position is supporting business applications and their respective processes for Douglas County's Department of Human Services' portfolio. Work is performed in collaboration with County IT, State OIT, and third-party vendors. This position will support the application administration of third-party and custom applications such as their electronic content management system (Compass Pilot); and the custom master client index (Human Services Client and Reporting Enterprise Solution – HSCARES) as well as future solutions.
The candidate administers system security (e.g. authorization, access, read-only, passwords, etc.) for users on State and third-party application systems. The candidate is responsible for generating reports from State and County systems using reporting tools (Cognos and Crystal). Additional responsibilities include management of Human Services departments web presence and internal productivity tools.
The Senior Applications Analyst acts as an expert member within IT Application Services and is responsible for the overall development, configuration, maintenance, administration and technical support of applications and platforms to ensure compatibility and integration with business operations and enterprise strategies. In coordination with the Information Technology (IT) Project Management Office (PMO), this role will assist in defining project scope, requirements, timeline, systems analysis, software application support, and vendor management.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Key duties and responsibilities of the Senior Applications Analyst position include, but are not limited to, the items listed below.
Understanding, in depth, the business processes supported by the system and facilitate re-engineering sessions
Analyzes and understands business users' requirements, clarifying inconsistencies, conflicts, or ambiguities, to effectively model business processes in software
Responsible for application administration, core system training, testing, support plan development, tier-2 support, incident and problem management
Develop and maintain relations with 3rd party vendors
Primary resource for needs analysis and solutions determination
Adheres to established Douglas County best practices, standards and agreed upon design patterns for application implementation, application configuration, user interfaces, integration, naming, and testing on the application platforms they support
Participates in a team-based, Scrum, development environment acting as a proxy product owner.
Maintains inventory of documentation for application and data architecture; and core business processes supported by the applications portfolio.
Documents application implementations, configurations, training, and support requirements.
Troubleshoots and resolves application, configuration and data integrity issues
Creates and maintains reports on the supported platform(s).
OTHER DUTIES: Performs other duties as assigned including, but not limited to: participating in projects where their skills are applicable. This could include, but are not limited to, work on business intelligence efforts, workflow, and web page content management.
SUPERVISORY RESPONSIBILITIES: This position has no direct supervisory responsibilities but may function in a lead capacity in collaborating with cross-functional teams.
EDUCATION and/or EXPERIENCE:
A Bachelor's degree in Management Information Systems or a closely related field from an accredited college or university; or applicable job experience is required.
Two years' experience of platform development or configuration and support of COTS, ERP, SAAS or PAAS applications.
Familiar with methodologies such as Project Management, Agile and Waterfall
Experience configuring and maintaining applications in a multiplatform environment
Experience using Ad-hoc reporting tools and Structure Query Language (SQL) queries
Functional and process knowledge in areas such as human resources, human services, elections and other relevant Douglas County departments is preferred.

CONSEQUENCE OF ERROR: Work involves comprehensive development activities through all phases of the software development or configuration process. Consequences of errors may result in unacceptable performance, poor quality software, failure to create software that meets the business needs, which may ultimately increase the cost of software development. These impacts may in turn affect Douglas County operations.
CONTACTS: Requires substantive contact with internal customers, Software Engineers, Business Analysts, Project Managers, Quality Assurance, IT Operations, and Enterprise Architecture staff.
INDEPENDENT JUDGMENT: Incumbent is given broad terms and format, allowing a great amount of latitude and individual judgment to accomplish goals and achieve desired results.
PHYSICAL DEMANDS/WORK ENVIRONMENT: Work is generally performed in a typical office environment. Ability to work beyond scheduled hours and respond to production issues and business needs in a time critical manner is required.
In the event of an emergency/disaster in or near the County, all County employees are expected to make every effort to be available to assist the County Manager, Elected/Appointed Officials and Department Directors to ensure the continued operation of any and all necessary County functions. This may mean being available to perform additional duties and hours beyond what is normally required. In the event that an exempt employee does work more than 40 hours a week in support of County operations during an emergency, such employee may receive overtime or other appropriate wage compensation in accordance with existing County policies or at the discretion of the County.
