June 16 Council update: resolution loosening restrictions on the public consumption of alcohol approved
The COVID-19 pandemic has brought a lot of change to the restaurant industry. A resolution easing restrictions on the public consumption of to-go alcohol orders in certain Downtown areas was a topic at Town Council’s June 16 meeting.
Here’s a more in-depth look at the topic:
- Resolution authorizing administrative approval of public consumption and communal dining areas approved – Town Council approved a resolution to allow the consumption, in areas designated by the Town Manager, of alcoholic drinks purchased from Downtown restaurants.
Current State liquor law does not allow alcohol to be consumed outside of a liquor establishment’s premise nor in public rights of way (streets and sidewalks), and does not allow public consumption in Town parks without Council approval. This resolution provides two options to loosen that restriction.
Now, two or more establishments can make a joint application for a communal dining area. If established, diners could sit in such an area and order meals and alcoholic beverages from one of the participating establishments and consume the drinks within the communal areal. The resolution also allows the Town Manager to approve public consumption of any alcohol in designated areas like sidewalks, closed streets and parks. A request form for these programs will be available starting next week by clicking on the Changes tab at CRgov.com/Liquor.

Also on the agenda, Town Council approved the Town Attorney Employment Agreement with Michael J. Hyman. Hyman has been a practicing municipal attorney for 34 years and has extensive experience with the City of Aurora. He presently serves as the Deputy City Attorney for the City and County of Denver. He will begin work in Castle Rock on July 1.
Council also approved the recommendation of Tara Vargish as the Town’s new Director of Development Services. Vargish has been with the Town Since 2010 and had served as the Interim Director since April.
At the request of the Douglas County Commissioners, Council voted to change the date The Star will turn off from July 4 to Aug. 2, to coincide with the conclusion of the Douglas County Fair & Rodeo. The Star was lit on March 23 as a symbol of hope during the pandemic, and as a reminder that Castle Rock is a strong and united community that will persevere.
